codes now making Building easier in NZ

Building a house will now be easier as the Consents and building inspections get streamlined and about time. The District Councils and the number of idiotic consents and laws and reulations have needed to be streamlined for quite some time now. Its stops councils inspecting 14-15 times when building a house. It will mean even car ports you will not need to have a Council permit so this is a good move in August 2010. NZ has 72 councils all who do things differently and this should be restructured as one by the Government to stop the excesses.

Government has introduced amendments to the Building Act 2004 that will now cut the crazy red-tape and bureaucracy and make builders more accountable, Minister Maurice Williamson announced in August `12th and not before time. Many builders are now better and more responsible and the fly by nighters are limited in what they can build due toi the consents etc that must be completed before work is started. Its a good move to bring about accountablility but also to stop the Council from exacting extra revenuse with never ending inspection fees etc to comply for doing what common sense can do. Like we say common sense and good building we wouldn't have all this rubbish. It will make it cheaper and easier to build hoimes using registered builders only.

The Building Act 2004 & regulations will be amended to:

• Better accountable by builders etc  
  
  
• Written contract for residential building projects above $20,000, & using registered builders & not the cowboys of the past.
  
• Make it quicker and easier to get a building consent for certain low-risk work provided other quality assurance like engineers report measures are met. eg beams etc  
  
  
• Exempt carports etc needing a building consent.  
  
  
• Clarify the Building Warrants of Fitness regime and repeal Section 363B of the Act.
  
  

The Government is doing further work on:

• How to make the building consenting system nationally consistent.  
• Liability by all parties
• Making sure builders are licensed
  
  
  

When will these changes happen?

These changes will start now and continue over time. The Building Act Amendments will be considered by Parliament & new consumer support measures will take place next year. Changes to the Building consent system will be made after mid-2012.

Why are these changes necessary?

There has been a general improvement in building quality since the Building Act 2004 was introduced. However the Building Act review found that the current system is more costly than necessary and less efficient, and does not provide incentives to improve productivity. Good builders have improved but this will eliminate bad builders problems. Its a guide to improve skills, to ‘build it right first time’ and increase efficiency and productivity with responsibility in mind.

BUILDING INDUSTRY 2010:

With 24000 new homes being built over last years the facts today are down to approx 12,000 homes. The new property tax laws; interest rate rises, immigration slow down and the new GST proposal has now seen new homes slowing down and builders are finding it harder and harder. Costs have increased also but Bank rates have changed. ANZ has lowered its 2 year rate from 6.85 percent to 6.79 percent, and its 30 month rate from 6.99 percent to 6.89 percent. National Bank is cutting its 2 year rate by 10 basis points, from 6.85 percent to 6.75 percent in line with other Banks but will this assist new home owners to purchase.
